How I Obtained a Work and Residence Permit in Montenegro

When I decided to move to Montenegro, the first thing I did was find accommodation. Many people immediately start thinking about opening a company and applying for a work permit, but there is one very important step that comes first.
After entering Montenegro, foreigners must register their stay within 24 hours. A hotel will usually handle this for its guests. If you are renting an apartment or staying in private accommodation, make sure your stay is properly registered with the local Tourist Organization. Proof of your registered address is important for the next stages of the process.
Finding Accommodation and Registering My Stay
I first secured accommodation and completed my residence registration. This is a simple but essential step because the application process requires proof of accommodation and a properly registered address.
Opening a Company
Once my accommodation was arranged, I moved on to opening a company. I was pleasantly surprised by how straightforward the process was.
Instead of handling everything personally, I signed a power of attorney for a local agency before a notary. The agency completed the paperwork and registration on my behalf. Within a short time, I received the company registration documents, tax registration, and company seal.
Applying for a Temporary Residence and Work Permit
After the company was established, I applied in person at the Foreigners’ Department of the police administration in the municipality where my accommodation was registered.
Waiting times can vary by municipality. Smaller towns are often less crowded, while larger cities and coastal areas may be busier, particularly during the tourist season.
The officers reviewed my documents, took my photograph, collected my fingerprints, and recorded my electronic signature. The process was professional and well organised. The officers generally speak English, so communication is usually manageable even if you do not speak Montenegrin.
Approval and Collecting the Permit
After submitting all the required documents, I waited for the decision. In my case, the permit was approved in approximately 15 days. Processing times can vary, so this should be treated as my experience rather than a guaranteed timeframe.
Once the permit was ready, I collected my temporary residence and work permit card.
Opening Business and Personal Bank Accounts
With the permit in hand, I completed the final administrative steps. I opened a business bank account for my company and a personal bank account for myself.
From that point onward, I could legally operate my business, receive payments, manage expenses, and live and work in Montenegro.
